Prepare release notes

Superlibrarians meeting

• Explain the changes w/ release notes
• Agree upgrade timeslot with superlibrarians
• Assess risk and make sure someone is ready to test

Notify about upcoming upgrade in koha-posti and foorumi.kiwi.fi

Mention the upgrade date AND the time of the day.

Quick check-up for any unexpected behaviour
