URN-tunnus on verkkojulkaisun ainutkertainen ja pysyvä tunniste. Dokumentille annettu URN-tunnus ei muutu, jos julkaisun identiteetti ja nimi pysyvät samana. URN-tunnus vaihdetaan vain, jos sisältö muuttuu merkittävästi. Samaa tunnusta ei milloinkaan anneta jollekin toiselle julkaisulle. URN-pohjainen tunniste annetaan vain digitaalisille dokumenteille.
Kansalliskirjaston URN-rekisteri toimii hajautettuna palveluna suomalaisten yliopistojen ja muiden pysyväluonteisten organisaatioiden kesken. Tällä hetkellä Kansalliskirjasto ei tarjoa URN-palveluita pienille kustantajille, julkaisijoille tai yksityishenkilöille.
