    • Does this affect customer satisfaction?
    • Are there regulations to comply with?
  • Time Criticality:
    • Is there a deadline?
    • Is it urgent?
  • Risk Reduction or Opportunity Enablement:
    • Does this mitigate risks?
    • Does this enable new ways of using the system?

Using values 1, 2, 3, 5, 8, 13, 20 

So the CoD varies from min 3 (1+1+1) to max 60 (20+20+20)
